With the seemingly everlasting battle for the state of New York to have mobile sports betting in the state, operators are starting to ramp up in preparation assuming that legislation is passed that does allow for NY bettors to wager on their phones and mobile devices. In the latest deal, Penn National Gaming (Barstool Sportsbook), and Rush Street Interactive (BetRivers) have reached a two-way deal that allows for each platform to enter new states.
The terms of the deal are simple, Penn National receives access to the New York market while Rush Street is given access to Ohio, Maryland, and Missouri, via Penn National. In addition, Rush Street Interactive was also given potential access to Texas. While some of these states do not offer legal sports betting or mobile sports betting, having a flag in the sand helps for the future.

Barstool Sportsbook NY Coming Soon?
Without a doubt, the headliner for this deal is Barstool Sportsbook gaining market access in the state of New York. Of course, many steps have to be taken before any type of launch as New York still has to legalize mobile sports betting. With that said, NY is one of the largest markets in the entire world for sports betting and a hub to many professional and collegiate sports. In addition with the level of travel to the state, a large market share is extremely attractive to Penn National and Barstool.
With the success Barstool has had in Michigan and Pennsylvania, New York will be the next step. Penn National Gaming’s Senior VP Jon Kaplowitz says:
“Gaining potential access to what could become one of the nation’s most lucrative sports betting markets has been a major priority for our Company. We are hopeful that the New York State Assembly will follow those leading revenue producing states that allow for multiple skins for mobile sports betting. A state the size of New York certainly warrants open competition and a free market approach.”
Hopefully, New York crosses the finish line soon, and Barstool Sportsbook NY will be the next state that the “stoolies” get to wager in.

What States have Barstool Sportsbook?
Barstool Sportsbook has been a disruptor in the legal sports betting industry since launching in 2020, and will continue to be as an arm of Penn National Gaming. So far, Barstool is in two states, but will be entering as many as seven more in 2021, with potential to be in a dozen states by 2022. Here’s a look at the states Barstool is currently located in:
- Barstool Sportsbook Pennsylvania
- Barstool Sportsbook Michigan
Coming soon to the platform will be Illinois, and of course other states throughout 2021 and beyond.

BetRivers Expands to Four States
In addition to Barstool Sportsbook gaining access to New York, the two-way partnership is also a win for Rush Street Interactive (BetRivers). With this deal, BetRivers now has access in the following states.
- Ohio
- Maryland
- Missouri
- Texas
Of course, Ohio and Texas are the big winners here assuming sports betting is legalized and legislated there, but Maryland and Missouri are wins as well as both are far closer to legislation. Maryland could launch sports betting by the end of 2021 or early 2022.
