Although original Illinois legislation aimed to keep DraftKings Sportsbook out of the state for an 18-month period, that won’t be the case. DraftKings Sportsbook has sidestepped the “penalty box” provision by partnering with Casino Queen and rebranding as DraftKings at Casino Queen. It’s still unclear exactly when the company plans to launch in its into the Illinois online sports betting market, but it’s safe to say it’s getting close.

The “penalty box” was created with the goal of stopping DraftKings Illinois and FanDuel from entering the market right away. Part of the reasoning behind this provision was to give local casinos a head start against the big dogs in the industry. Additionally, this was supposed to act as a punitive measure after the DraftKings and FanDuel operated daily fantasy sports in the state in defiance of the Illinois attorney general. Clearly, the “penalty box” is not achieving its ultimate goals.
